Landlord registration: Scotland, Wales, NI and England

Last updated 26 Oct 2026

Private landlords in Scotland, Wales and Northern Ireland must already be registered to let a home; England's register, the PRS database, is due to open on 15 December 2026. Each nation runs its own scheme with its own renewal period and penalties.

Scotland

The Scottish Government's regulation page says a landlord who lets "without being registered or having applied to register" can face "a fine of up to £50,000 and have their rent payments suspended."

  • Who. Section 93 of the Antisocial Behaviour etc. (Scotland) Act 2004 makes it an offence to let a house to an unconnected person while not registered with that council.
  • How long. Section 84(6) removes an entry from the register after 3 years, so you renew every three years.
  • Where. Apply through Landlord Registration Scotland, linked from the gov.scot page. You register with each council where you own a let property.

Wales

The Welsh Government's Rent Smart Wales page says: "All landlords must register to rent a property." A landlord who does the letting and management work themselves also needs a licence, unless a licensed agent does that work for them.

  • Registration. Section 4 of the Housing (Wales) Act 2014 requires the landlord of a rental dwelling to be registered. Failing to register is an offence with a fine up to level 3.
  • Licence. Doing that work, such as collecting rent or serving notice to end a tenancy, without a licence is an offence under section 7.
  • How long. Under section 26 of the 2014 Act, a licence "expires at the end of a period of 5 years" unless you apply to renew it.
  • Fixed penalties. Under section 29, a fixed penalty is £150, or £250 where the offence carries an unlimited fine.

Northern Ireland

nidirect's Landlord Registration Scheme page says: "All landlords who let properties under a private tenancy in Northern Ireland must register."

  • Fee. £70 online or by phone, or £80 on a paper form. One fee covers all the properties you rent out.
  • How long. Registration lasts three years. The scheme reminds you eight weeks before it expires.
  • Penalties. nidirect's registration process page says the council can issue a fixed penalty of up to £500. A court can fine you up to £2,500.

England: the PRS database

The Renters' Rights Act 2025 requires landlords in England to register themselves and their properties on a new database. It is not open yet. GOV.UK's announcement of 9 September 2026 says:

  • the "Register your rental property" service launches on 15 December 2026, starting in the West Midlands;
  • other regions follow over 12 months, and landlords in each region get three months to sign up;
  • all landlords actively letting property will need to be registered by 14 November 2027;
  • registration will be a legal requirement, and not registering risks a fine.

What has commenced: the Act itself, which received Royal Assent on 27 October 2025. What has not: the Private Rented Sector Database Regulations 2026, which set the region-by-region dates, were still a draft on legislation.gov.uk when this page was checked. GOV.UK has not yet published a fee, so none is given here. For who must register, the details you will give and the penalties in the Act, see the PRS Landlord Ombudsman and Database, and the Renters' Rights Act timeline for the other dates.

What Letbook tracks

Letbook picks a checklist for each property's nation, from its postcode or your choice:

  • Scotland: a landlord registration item that renews every 3 years.
  • Wales: a Rent Smart Wales licence item that renews every 5 years.
  • Northern Ireland: a landlord registration item that renews every 3 years.
  • England: a PRS database item on every property, marked as not open yet.

Add the date you registered and the certificate, and Letbook emails you before the renewal is due. It does not register you with any scheme. Sign up free.
